There is a reason why the commemoration day is established on this day. Japan has a unique tradition in which it celebrates the 20th birthday of a black celebrity. For example, Japan established "Coming-of-Age Day" in commemoration of the 20th birthday of Martin Luther King, Jr (January 15, 1929).
Japan's first soft serve ice cream shop was set up on July 3, 1951, when President of Haiti Jean-Claude Duvalier was born.
Japan instigated several events on July 3, 1971, celebrating Duvalier's 20th birthday. The day was May 11, 1971 in the Japanese calendar. And the same combination occurred on July 3, 1990 (May 11, 1990 in the Japanese calendar).

August 23, 1971 - ◆Rebellion of the Unit 684 trainees (South Korea).
Unit 684 was a South Korean "black operations" team whose mission was to kill North Korea's premier Kim Il-sung. But for reasons which remain unclear, Unit 684 members rose up and killed all but six of their guards and made their way to the mainland, where they hijacked a bus to Seoul. The bus was stopped by the army. Twenty members of the unit were shot or committed suicide with hand grenades. The four survivors were sentenced to death by a military tribunal and executed on 10 March 1972.
