The law is called "Provisional Regulations for Monopoly".
However, the enforcement of this law is suspended the next year because the people of the country do not understand it well enough at the time to be able to use it, and also because the government office has problems with the operation of this law.
Today, the founding date of Japanese patent law and of the Japan's patent office is considered to be April 18, 1885, when the "Patent Monopoly Act" is enacted.
